A direct request for police services can be made through our Central Communications Center either by dialing 911 for emergency response or (845) 639-5800 for non-emergency requests for service. Through our Communications Center, the Clarkstown Police Department directs all of its emergency and non-emergency patrol service and support units in the Town of Clarkstown. In addition to police related service, the Communications Center also dispatches fire and medical emergency response in coordination with Rockland County Fire and Paramedic Services; this includes Volunteer Fire Departments, Paramedics, Volunteer Ambulances, STAT Flight Services, Haz-Mat Response, etc… The Communications Center can also coordinate the response of a variety of municipal services including State, County, and Local Departments of Transportation, local utilities, Fire Inspector, and Building Inspector; we are a community service oriented Police Department and will direct any and all community needs to the proper resources. The Communications Center is also in direct contact with Federal, State, and Local Law Enforcement Agencies to coordinate with and direct any contingency.

The Detective Bureau is responsible for investigating all major crimes which occur in the Town of Clarkstown. They will also assist the patrol force, if necessary, with investigating any incident that occurs in the Town regardless of the nature. A Video Unit and Technical Unit are included within the Bureau. The Bureau is staffed by a Detective Lieutenant, 2 Detective Sergeant and 12 Detectives.

The Town of Clarkstown’s Youth Court was established in April of 1981. Youth Court is a court of peers. Juveniles will be tried, judged, defended, and convicted or exonerated by a court compromised of other youths. The Court has guidelines established by adults and a Youth Court Steering Committee. Adults are always available for advice but the youths who are selected to serve on the Court will make the final decisions. Currently there are 71 students and volunteers participating in the program. If you are between the ages of 13 and 16, and a resident of Clarkstown, please contact the Youth Court Office for an application.

There are nine (9) uniformed police officers assigned to the School Resource Unit. The Clarkstown Police Department has contracted with the Clarkstown, Nanuet and Nyack School Districts to provide full-time School Resource Officers in Clarkstown North and Clarkstown South High Schools, Nanuet High School, Nyack High School and BOCES. In addition, two (2)  School Resource Officer are assigned to Felix Festa Middle School.  These officers provide a positive liaison between the police department and the school administrators. They discuss problems involving the use of drugs and alcohol to students and also work to diffuse any violent activity. They take the appropriate steps consistent with their sworn duties when a crime occurs. They are available for meetings with students, parents and faculty members to assist with problems related to law enforcement and crime prevention. They work closely with school administrators to develop strategies to prevent and minimize dangerous situations on or near school grounds. The SRO’s abide by school board policies and consult and coordinate activities with the school principals.

The Clarkstown Police Department was the first law enforcement agency to present the D.A.R.E. Program in Rockland County.  The D.A.R.E. Program is presently being taught in elementary schools at the fifth grade level. 

• The present curriculum is 12 weeks and is based on fact finding about the uses of tobacco and alcohol.
• Discussion about decision making based on factual information.
• Development of social skills in addition training on using assertive responses to questionable situations.
• There is also practice in role playing to utilize refusal skills when dealing with drug related incidents.
• The program ends with a Culmination or graduation ceremony that recognizes the students in the program and encourages them to remain drug–free.

The D.A.R.E. Officer is presently staffed by two (2) D.A.R.E. Officers. The D.A.R.E. Program also sponsors several extracurricular activities each semester (3 on 3 Basketball tournaments) and (Street Hockey Tournament) to promote positive alternatives for students.

The goal of the Community Policing Unit of the Clarkstown Police Department is to enhance the quality of life for the residents of the Town of Clarkstown. This is being accomplished by addressing certain problems of the town at the community level. The community policing officers attend meetings of the many organizations throughout the town, such as Senior Citizens, Civic Associations, Youth Organizations, Rotary, Lions Club etc., and learn first hand from the citizens what problems they are facing. To solve the problems, the police officers work with numerous organizations including governmental agencies, social agencies and civic groups. Listed below are several of the programs the community policing officers are currently involved in.

• St. Agatha’s Equestrian Program: In conjunction with St. Agatha’s Home, the Community Policing Officers are instituting a riding and stable management program at St. Agatha’s home in Nanuet to benefit children of the community. 
  
  Clarkstown Community Task Force: Officers go into local schools and give presentations on the dangers of alcohol and drugs. 
  
  Adopt a Class: Assist the Clarkstown Central School District to educate and motivate middle school students to prevent substance abuse and violent behavior. 
  
  
• Law Enforcement Internship Program: A program run by the Community Policing Officers for high school students. The students learn first hand the workings of the police department. Some of the activities include police communications and a ride along with a police officer.

The Clarkstown Police Department’s Traffic Enforcement Unit’s main goal is to help reduce the number of motor vehicle and pedestrian accidents in the Town. This objective is obtained through selective enforcement by the use of Police Radar. In addition, we instruct motorists in the proper use of seat belts and child restraint devices. We also deploy and analyze speed counters which assist us in assessing the volume, direction of travel, time and speeds of vehicles; this information is very helpful to us in identifying problem areas to deploy selective enforcement activities.The unit also conducts commercial motor vehicle inspections on all types of tractor trailers, dump trucks and other large commercial vehicles that travel on our roadways. We inspect the weights of these vehicles by the use of scales, as well as inspect the mechanics of the vehicle, such as brakes, air lines, frames, and various equipment that is required to be carried.

The Crime Prevention Unit is comprised of 2 Officers. These Officers are available for security surveys of homes and businesses. They also make presentations within the community on Neighborhood Watch Programs and various crime prevention topics. In the near future they will be implementing a VIN Etching Program of automobile windows to deter auto theft. The Records Division is responsible for maintaining all reports completed by the Clarkstown Police Department including Motor Vehicle Accident and Incident reports. Copies of these reports may be obtained during normal business hours. Proper ID is required and authorization under the Freedom of Information Act may be required. There is a fee of $.25 per page. The hours of operation for the Records Division are Monday through Friday between the hours of 8:00am and 4:00pm.

The Evidence and Property Division is responsible for all evidence and property collected by the Clarkstown Police Department. This includes abandoned vehicles and those vehicles involved in either felony crimes or accidents that resulted in fatalities or serious injuries. The Evidence Officer is also responsible for maintaining the chain of evidence of all property involved in criminal cases. The hours of operation for the Evidence/Property Division are Monday through Friday between the hours of 7:00am and 3:00pm; a prior call to the office is recommended.

Due to the high number of false residential and commercial burglar alarms received by the Clarkstown Police Department, a Burglar Alarm Device Control Law (Town Code Section 91-4) was passed and is now Law. Alarm Permits and alarm specifications are now required for all businesses and residences with an Alarm System. A complete copy of the Town Code Section 91-4 explaining the Burglar Alarm Control Law can be obtained at the Records Division at no charge. The hours of operation for the Alarm Enforcement Unit are Monday through Friday from 8:00am to 4:00pm. Burglar Alarm systems may be registered at the Clarkstown Police Department on Monday through Friday during business hours or you may register by mail at any time.

The responsibilities of the ACO are to answer all dog complaints, bites, wildlife complaints and enforce Clarkstown Town Codes and Village of Upper Nyack Ordinances relating to dogs, and NYS Agricultural & Markets Law Article 7.Wildlife must be sick or injured for the ACO to respond. Wildlife in homes or on property that are not sick or injured may be removed at the property owners expense by hiring a Nuisance Wildlife Agent. The Clarkstown Auxiliary Police Force is a volunteer organization dedicated to the preservation of the quality of life within the Town of Clarkstown and exists to supplement the Clarkstown Police Department in the regulation of traffic, crowd control, protect life and property and preserve the peace. The Auxiliary Police train for and perform these activities as well as limited patrol duties, acting as the eyes and ears of the regular patrol force. The Clarkstown Police Department Child Passenger Safety Program is a public awareness and education program aimed at informing parents on the proper use and installation of child safety seats. The goal of the program is to ensure that all child safety seats are installed and used properly so as to provide the highest level of protection possible to children. The program was started because of the recent demand for information on this very important issue. It is estimated that as many as 90% of parents who use child safety seats do so improperly. An improperly installed child safety seat can lead to death or serious injury in the event of a vehicle collision. The program, coordinated by Sergeant Brian Gorsky, disseminates information to educate parents on the proper use of child safety seats in vehicles and runs regularly scheduled child safety seat check-up events. At these check-up events, trained inspectors check child seats for damage and recalls and demonstrates proper installation techniques to parents on a one-to-one basis. Sergeant Gorsky is certified as a Child Passenger Safety Technician by the National Highway Transportation Administration (NHTSA) and can be reached at (845)708-9258 x4081.
