The Town of Clarkstown’s Office of Economic Development is dedicated to assisting small and large businesses succeed. Economic Development Specialist, Catherine Nowicki, along with members of the Economic Development Committee, provide businesses with information and technical assistance about government sponsored grant and loan opportunities. Additionally, the committee is available to do site visits and to assist businesses interested in starting, relocating or expanding to navigate through the needed government approval process. The committee works closely with the U. S. Small Business Administration, REDC, Rockland Economic Development Corporation, RBA, Rockland Business Association, and the HVEDC, Hudson Valley Economic Development Corporation to promote economic development in our Town.
Commercial and Zoning Corridors
Most of Clarkstown’s commercially zoned land exists along the Town’s State roadways: Routes 59, 9W, 303, and 304, and within the Town’s Hamlet Centers. Hamlet Centers typically have shopping that serves residents in the immediate vicinity. Major regional shopping is found primarily along Route 59, where both the Palisades Center and Nanuet Mall are located. Industrial and office parks are also situated along State highways generally between Hamlet Centers. Two rock quarries are located in Clarkstown, both in manufacturing zones in West Nyack and New City.
Rockland County Empire Zone Program
The Empire Zone Program is one of the most effective, innovative, and widely recognized economic development programs in the country. The Program was created to make New York State more competitive and to stimulate economic growth through a variety of state tax incentives designed to attract new businesses to New York and to enable existing businesses to expand and create more jobs. Today, there are more than 9,500 certified businesses employing more than 380,000 people in Empire Zones statewide. The Town of Clarkstown has 252 acres of Empire Zone property.
In Rockland County, the Rockland Economic Development Corporation (REDC) administers the Program in partnership with Empire State Development (ESD), New York State’s Economic Development Agency, and the State Departments of Labor and Taxation and Finance.
